Jay is the son of Taiwanese immigrants and is fluent in Mandarin and Spanish. He’s from the district, attended Hacienda Heights public schools, and earned a Navy ROTC scholarship to attend Harvard. As a Lt. Commander in the US Navy Reserves, he served in the Korean Peninsula and the Middle East, including as a part of Operation Inherent Resolve, where he led an intelligence team against ISIS. Jay was twice elected as the President of the Hacienda-La Puente School Board and currently serves on the Mt. SAC Board of Trustees. Jay is running for Congress in California’s 39th Congressional district because Washington is broken.
